General Office
It handles the day-to-day work of the Ministry, coordinates the working relationship among the departments and organizes important meetings of the Ministry. It engaged in such work as information collection, news release, publicity and public relations. It provides the ministerial leaders with secretarial service and the Ministry with administrative management over its documents, achieves, matters related to confidentiality, safety and security, petition letters and calls handling, intra-ministry finance, state-owned property, etc..
Department of Policies and Regulations
The Department of Policies and Regulations examines and formulates general policies and major reform plans. It drafts laws, administrative rules and regulations governing the information industry and exercises supervision over and makes administrative review of law enforcement. It develops opening-up policies for communications. It studies communications and information policies regarding the Hong Kong SAR, Macao SAR and Taiwan and settles related matters.
Department of Planning
The Department of Planning examines, studies and formulates development strategies to invigorate the manufacturing industry of electronic products, the communications industry and the software industry and mid-term and long-term development programs, coordinates the construction of basic telecommunications networks, computer-based information networks, radio and TV broadcasting networks and all types of dedicated networks in order to bring about harmonious development between public and private networks and between service and manufacturing industries. It rationally allocates resources and avoids duplicated construction projects. It exercises control over the budgeted construction funds of the state according to relevant regulations and provides guidance for the importation of technologies, foreign capital utilization and the setting up of joint ventures and cooperative ventures with foreign partners. It is responsible for the formulation of construction standards and design specifications for communications and information networks, and exercises macro control over the construction of such networks. Besides, it maintains statistics and releases information about the industry.
Department of Science and Technology
The Department of Science and Technology keeps track of the trend of information development worldwide and formulates scientific and technological development plans and technology policies. It coordinates and establishes technical standards for public telecommunications networks and network numbering plans and defines technological systems and standards for radio broadcast and TV transmission networks. It coordinates projects for tackling major R&D subjects and promotes the application of R&D results to production. Finally, it supervises the quality of electronic and information products, regulates their standards and measurements, and organizes information collection and analysis associated with electronic and information technology.
Department of Enterprise Restructuring and Operation
The Department of Enterprise Restructuring and Operation examines and formulates reform plans and programs for enterprises, gives directions to the reform, reorganization and upgrading and management as well as helps settle major issues in enterprise reform. It works out policies and measures for the development of large enterprises and enterprise groups and guides the strategic reorganization of the state-owned-enterprises. It maintains statistics of, monitors and analyses the sector's economic performance. It makes annual forecasts of major development targets and exercises macro control over the electronic and information product market and coordinates the importation of these products.
Telecommunications Administration Bureau
The Telecommunications Administration Bureau studies and formulates plans, policies, and measures for telecommunications development, exercises supervision over telecommunications and information services in accordance with the law so as to maintain fair competition, ensure universal service and protect the interests of both the state and the customer. It is responsible for approving and licensing the operation of communications and information services, and for supervising service quality and price. It develops procedures and accounting arrangements for inter-connection between telecommunications networks and supervises the implementation. It is responsible for the allocation and management of the resources of telecommunications network numbers. It manages domain names and network sites of the Internet and undertakes their coordination with other countries. It is responsible for authenticating the equipment of network interconnection according to the standard and managing terminal access to the network. The Bureau is also responsible for the organization and coordination of the construction and management of the private networks of the government. It manages the Supervision and Dispatch Center of the national communications network, the international telecommunications gateways and the Safety Supervisory Center for the Internet. It directs and coordinates communications for disaster relief and emergency cases and other important communications. Finally, it organizes studies on the safety and security of the telecommunications networks and information with corresponding counter-measures adopted.
Department of Financial Regulation and Clearing
The Department of Financial Regulation and Clearing establishes sector financial rules and regulations and supervises their implementation in compliance with the government's policies governing the state-owned assets and relevant financial and accounting systems and sees to their implementation. It studies and formulates rules and regulations for major postal and telecommunications enterprises to consolidate their financial data, submit profits and allocate funds and clear accounts. It also coordinates the financial relations between postal enterprises and telecommunications enterprises and mobilizes funds for subsidies in support of universal service and posts. It develops tariff policies for communications and information services and charging levels for postal and telecommunications services and manages the funds within the state budget.
Department of Electronic and IT Products
The Department of Electronic and IT Products examines and develops both mid- and long-term development programs, policies and measures for the manufacturing industry of electronic and IT products and the software industry. It gives guidance to the adjustment of the product mix, organizes and coordinates the development and production of major systems and basic products such as micro-electronics as well as the localization of associated equipment, components, instruments, devices and materials required by the state-level major projects. Finally, it prepares investment instructions for the sector and gives guidance to the popularization and application of electronic and information technologies.
Bureau of Special Electronic Installations
The Bureau of Special Electronic Installations is responsible for the sector management of the special electronic installations.
Department of Informatization Promotion
The Department of Informatization Promotion studies, develops and promotes the development programs for the national economic and social informatization while giving guidance to the various localities and sectors in their informatization work. It helps project owners and initiators in advancing key informatization projects, coordinates and promotes the development of the software industry nationwide. It studies and formulates policies and determines measures for the exploitation of information resources, and gives guidance to and coordinates the exploitation and utilization of these resources and the development of technologies for information security. Besides, it promotes the enhancement of the awareness of informatization.
Bureau of Radio Regulation (The State Radio Regulatory Office)
The Bureau of Radio Regulation establishes plans of radio frequency spectrum to facilitate the rational exploitation and utilization of the frequency resources. It is responsible for the assignment and management of the frequency resources, the management of radio stations and the supervision and measurement of radio equipment and the handling of electromagnetic interference related matters so as to maintain radio wave order in the air. It regulates the use of radio frequencies in the light of laws and regulations concerned and coordinates satellite orbital positions. In addition, it handles matters involving foreign countries with regard to the use of radio frequencies. Finally, it participates in international radio conferences as authorized.
Department of Foreign Affairs
The Department of Foreign Affairs is responsible for China's membership in international organizations associated with the information industry and the signing and implementation of inter-governmental agreements as well as handling matters concerning communications and information with other governments. It studies policies for economic and technical cooperation with other countries in the field of information and has the centralized responsibility for international cooperation and exchanges. It approves and administers the procedures and matters on going abroad, including relevant projects, delegations and personnel, within its terms of reference.
Department of Personnel
The Department of Personnel is in charge of personnel affairs within its terms of reference. In particular, it is responsible for the forecasts, planning, training, importation of intellectual resources, personnel exchange and matters related to professional and technical titles in the information sector. It determines the organizational set-up and size and matters concerning the labor and wages of the Ministry and units directly under the Ministry. It also gives guidance to matters concerning personnel, education and labor and wages in the information sector.
