The Office of the Leading Group for Revitalizing Northeast China and Other Old Industrial Bases of the State Council is responsible for studying and putting forward strategies, major issues and policies pertaining to the revitalization of the old industrial bases; guiding and organizing the assessment of old industrial bases revitalizing programs; studying and putting forward suggestions on the development of industries with competitive edge, transformation of resources-depleted cities and layout of major projects in the old industrial bases and coordinating their implementation; studying and making policy recommendations on deepening reform, broadening opening up and channeling capital, technology and talented people from both home and abroad to the old industrial bases; promoting key infrastructure construction, ecological restoration and environmental protection, and the coordination between industrial development and the development of relevant sectors; undertaking other tasks designated by the leading group.

Premier Wen Jiabao takes the position of the leader of the group, and Vice-Premier Huang Ju and Vice-Premier Zeng Peiyan are the deputy leaders. The members of the leading group include the senior leaders of the party and the concerned 28 departments of the State Council. Under the group, the Office was set up and separate departments were established within the National Development and Reform Commission (NDRC), and they shall take the day-to-day work of the leading group. Zhang Guobao, Vice-Minister of the NDRC is the director of the Office. Song Xiaotong is the vice director of the Office.
