The Commission of Science, Technology and Industry for National Defense (COSTIND) of the People's Republic of China is responsible for administrating defense industries through plans, policies, standards and regulations, and supervising the operation of those industries.
Formulation of the guidelines, policies, laws and regulations relating to the development of defense industries and military conversion, and formulation of disciplinary management regulations for defense industries;
Organization of the optimization of the structure, layout and capabilities of defense industries, and guidance of the strategic reorganization of defense enterprises and institutes;
Design of annual plans for the R&D, production, fixed asset investment and foreign fund utilization of defense industries;
Organization and coordination of defense R&D, production and construction, to ensure the supply of military equipment;
Formulation of industrial and technological policies and development plans for nuclear, aerospace, aviation, shipbuilding, ordnance, and military electronics industries, and implementation of disciplinary management;
Organization of international exchange and cooperation concerning defense industries;
Organization and coordination of exchange and cooperation between governments or with international organizations in the field of atomic energy, in the name of the China Atomic Energy Authority (CAEA);
Organization and coordination of exchange and cooperation of space activity between governments and with international organizations in the name of the China National Space Administration (CNSA).
