Since implementing Universal Rural Retailing Network Project, all local governments seriously carry out quality management regulation which improving quality of development. In order to further push forward the Project and improve quality of development, MOFCOM issued Circular of Strengthening Developing Quality for Universal Rural Retailing Network Project recently and put forward new measures on enhancing quality management.

The Circular stresses local administrations of commerce shall fully recognize the significance of the Project, strengthen quality management with a high sense of responsibility and mission, properly handle relations between part and whole, quantity and quality, and between short-term and long-term, form long effective mechanism for improving developing quality, and maintain such commercial working brand.

The Circular requires local authorities to carry out examine and acceptance on the Project and persevere in 5 aspects: 1, persevere in examining and accepting by local administration of commerce without irregularly transferring such power; 2, persevere in jointly examining and accepting by group set by MOFCOM and Ministry of Finance; 3, persevere in examining every applied project; 4, persevere in signing with responsibility for the result by members of examining and accepting group; 5, persevere in publishing qualified project on network.

The Circular clarifies key mission on standardized reforming of rural store. Local governments are required to reform rural store in accordance with rules on development and reforming of rural stores and farmer funded stores, inspect importantly on the rural stores that without getting license issued by relevant department, illegally use logo of the Project, irregularly joining in and unqualified in running area, goods category and distribution rate.

The Circular puts forward new quality supervision measure:

1, local administrations of commerce shall formulate feasible quality management measure according to local actual situation;

2, carry out complete self inspection for the developing quality combining with the examination and acceptance by the end of the year;

3, ask the examining and accepting group to absorb inspectors of local administrations of commerce, strengthen secret inspection and selective examination, and put down irregular action in time.
