关于促进全球辅助器具产业发展的北京倡议(中英文)

今天,中国残疾人联合会荣幸地邀请到亚欧会议成员主管残疾人事务的官员,世界卫生组织、国际电信联盟、康复国际等国际组织的代表,残疾人组织的代表、辅助器具企业代表以及专家学者,在北京共同出席了亚欧会议框架下残疾人合作暨全球辅助器具产业发展大会。

辅助器具是帮助残障人士、失能老人、伤病人士补偿功能,减轻或消除障碍,提高生活品质的专用器具和设备,是帮助他们自强自立、赢得尊严、融入社会的支撑和桥梁。我们赞赏首次亚欧会议框架下残疾人合作会议对这一领域给予特别关注。

辅助器具产业门类广泛,产业链长,横跨制造业和服务业,是促进人类文明进步、增进社会福祉的经济增长点,市场潜力巨大。我们认同:小辅具,大产业。我们强调:每个人一生中,都可能在某个阶段暂时或永久使用辅助器具。

发展辅助器具产业,离不开国际的合作、政府的支持、社会的参与、科技的支撑、企业的投入。为此,我们倡议:

1、辅助器具产业应作为优先发展的民生产业予以支持,以促进人人享有发展。

2、辅助器具适配服务应列为基本公共政策予以强调。

3、优先保障贫困残疾人士、失能老人和伤病人士获得低成本、基本型辅助器具的权利。

4、推动经济、实用、环保、智能辅助器具的科技研发和服务创新,不断满足个性化、多样化需求。

5、遵循国际贸易通行规则,维护辅助器具市场秩序,营造公平竞争环境,保护相关方合法权益。

6、构建全球辅助器具交流平台与合作机制,推动完善技术标准,促进共享最新成果,共同应对各种挑战。

7、每两年召开一次全球辅助器具产业发展大会,持续推动辅助器具产业的创新发展。

我们郑重呼吁,发展辅助器具产业,全面促进残疾人权益保护。

Today,ChinaDisabledPersons’FederationhasthehonorofinvitingofficialsinchargeofdisabilityissuesfromAsia-EuropeMeeting(ASEM)members,representativesofinternationalorganizationsincludingWorldHealthOrganization,InternationalTelecommunicationUnionandRehabilitationInternational,delegatesfromdisabilityorganizations,entrepreneursandexperts,toBeijingtoattendtheASEMHigh-levelMeetingonDisability&GlobalConferenceonAssistiveDevices&Technology.

Assistiveproducts(devicesorinstruments)aredesignedforpersonswithdisabilities,elders,personswithsicknessorinjuriestoeliminatebarriersandimprovetheirqualityoflife,soastohelpthemgainself-dignity,andintegrateintosociety.WeappreciatedthatthefirstASEMDisabilityCooperationEventcouldfocusonthedevelopmentofassistivedevices&technologyindustry.

Werecognizedthatthesesmallassistivedevicespromiseabigindustry,whichembracesdiverseeconomiccategoriesrangingfrommanufacturingtoservicesectorwithahugemarketpotentialandeconomicgrowth,whichadvanceshumancivilizationandsocialwelfare.Weunderscoredthateveryone,inhisorherlifetime,mightuseassistivedevicestemporarilyorpermanently.

Internationalcooperation,governmentsupport,socialparticipation,scientificbackupandenterprises’investmentareindispensabletothedevelopmentofassistivedevices&technologyindustry.

We,therefore,proposethefollowing:

1.Supportthepreferentialdevelopmentofassistivedevices&technologyindustryasalivelihoodprogram,toensurethateveryoneinneedcouldenjoy.

2.Highlightthefittingserviceofassistiveproductsasabasicpublicpolicy.

3.Givehighprioritytopersonswithdisabilitiesunderpovertylineandthosewhoareelderly,sickorinjured.

4.Fosterresearchanddevelopmentofcheap,useful,environmentfriendlyandsmartassistiveproducts,andtheinnovationinservice,soastosatisfyindividualizedanddiversifiedneeds.

5.Adheretointernationaltraderules,maintainthemarketorder,andcreateafaircompetitionenvironment,andprotectlegitimateinterestofrelevantparties.

6.Establishcommunicationplatformsandcooperationmechanismsforglobalassistivedevices&technologyindustry,improvetechnicalstandards,acceleratesharesofadvancedachievementsandrespondjointlytoallkindsofchallenges.

7.PromoteinnovationanddevelopmentofassistivedevicesindustrybyorganizingGlobalConferenceonAssistiveDevices&Technologyeverytwoyears.

Weherebyappealtodeveloptheassistivedevices&technologyindustry,tofullypromotetherightsandinterestsofpersonswithdisability.
